Aim

To give Facilities Managers the knowledge and skills required to manage the fundamental changes in Fire Safety Law which came into force recently.

Objectives

By the end of this course you will be able to describe:

The key changes in Fire Safety Law
The legal responsibilities of companies and individuals for compliance and fire safety management
The changes to the role of the fire and rescue services and the way they provide fire cover
The role of the ‘responsible person' in Scotland.
How to eliminate and mitigate fire risks, manage the use of dangerous substances, and ensure that emergency routes and exits are both adequate and available
The position of the Order in the context of the overall framework of UK fire and Health & Safety legislation including the new Fire Services Act
Suggestions for cost-effective compliance
The duty of care an organisation owes to ‘Relevant Persons’
How to undertake fire risk assessments and understand how to manage fire safety.

Description

No organisation can afford to ignore the recent radical changes in Fire Safety Law which affects Scotland.

Companies, organisations and individuals who employ staff are responsible for their own legislation compliance and management of fire safety.

There have been major changes to the organisation and role of the fire service including the way the provision of fire cover and the impact of the new enforcement regime and the imposition of charging for certain non-emergency services.

Employers are now wholly responsible for ensuring that the law is complied with and directors,owners, employers and managers are personally responsible. In Scotland the legislation creates the new roles of ‘responsible person’ and ‘competent person’ (the situation in England and Wales is different but the impact is similar).

Introduction to risk: risk management and risk reduction
Fire Risk Assessment
Risk assessment tools, templates and proformas; using risk scoring
The Regulatory Reform (Fire Safety) Order 2005: the role of the ‘responsible person’,’ the competent person’
Elimination and mitigation of fire risks,
The duty owed to ‘Relevant Persons’
Means of escape requirements
Provision of information, maintenance, co-ordination and co-operation, training, record keeping,
The status of Crown owned/occupied premises
The position of the Order in the context of the overall framework of UK fire and Health & Safety legislation
Suggestions for cost-effective compliance
Undertaking fire risk assessments
Ensuring provision of adequate means of escape
Appointing competent consultants and contractors
Training of staff and maintenance of records
Liability issues, enforcement civil and criminal penalties
Worked example of a risk assessment using a template.

About the presenter:

Stewart Kidd is one of the UK’s leading fire safety management specialists. He is immediate past-President of the Institute of Fire Safety Managers, a past Governor of the Institute of Risk Management, and a former Director of the Fire Protection Association. He is the author of seven books on fire and risk-related topics, and sits on many US, UK and European fire safety working groups and standards committees.
