KPI Register
The BIFM/ARK KPI FM register is a collaborative project of the Knowledge Committee.
This published register is a joint venture between the British Institute of Facilities Management (BIFM) and Integrated FM). Its purpose is to provide the FM community at large with a comprehensive list of performance metrics used in managing facilities services. BIFM’s role is to make the register accessible to members through its web site and Integrated FM will provide the tools for interaction between the user and the register, as well as maintain the register.
The logic and content of the Register was initiated by Integrated FM and approved by a review panel from the The Knowledge Committee. The hierarchy of the Register is as follows:
- Service Line - the heading for each FM service described
- Activities - the range of activities grouped within a Service Line
- Context - the context for each metric against the activites
- Metrics - the range of ‘granular’ indicators
Users can generate a bespoke report from the register for each desired service line, selecting the activities they wish to include, and choosing the list of indicators appropriate to their needs. The ‘cherry picking’ process generates an html or pdf file of the selected metrics from the register, which can be saved or printed. Alternatively, users can simply browse the register through each service line as they wish. The Register is interactive with dynamically generated reports that will always reflect latest and best available data.
During the pilot phase (April to September 2004) the BIFM Knowledge Committee invited members to participate in the project by submitting suggested amendments or new metrics for the Register.
The measurement of management effectiveness has become increasingly reliant in recent years on KPIs, which reflect the salient success factors against given objectives. The Service Level Agreement (SLA) has also become part of the facilities manager’s lexicon, which when populated with KPIs provides a framework from which to measure the success of the activities against the stated objectives. This is also common to the setting of personal objectives between employer and employee, and if aligned can become a powerful tool to monitor the performance from an entire enterprise, to a single project.
The proliferation of performance indicators is testament to the increasingly common use of SLAs, whether in the private or public sector. Corporate management tools such as the ‘Balanced Score Card’, EFQM and other similar models, all aspire to give a ‘snapshot’ or ‘dashboard’ of performance at a glance, usually measured against pre-determined criteria.
IN FM terms, there are many and varied KPIs – mostly composed by individual managers and their teams to suit their particular circumstances. KPIs are still mostly subjective, and one of the purposes of establishing a definitive register is to help managers identify objective measures that can be selected for their particular needs, and easily assessed.
With the completion of the Pilot Phase in October 2004 BIFM and Integrated FM will begin to develop ‘applications’ which can build on the foundations of the KPI Register, adding actual measures and weighting. These applications will include performance measurement and benchmarking, allowing feedback and comparison.
Collaboration with industry bodies and the BIFM’s Special Interest Group’s will continue to refine the Register.
